Guidance for owners in Canton Glarus who want to establish whether their planned photovoltaic system fits one of the two cantonal paths — the GL-31 tilt-angle bonus or the combination with a solar thermal system — and what that means for the order of the Pronovo application, the cantonal application and the start of construction.

Decision points
What determines the right path.
GL-31 is tied to the federal decision: a legally binding Pronovo decision granting a one-time payment including the tilt-angle bonus is required. Without that decision there is no cantonal bonus, even if the modules are steep enough.
System parts are expressly eligible too: what counts is a tilt of 75 degrees or more for the system or for individual parts of it, and those eligible parts must total at least 2 kWp.
The combination grant is not a stand-alone PV subsidy: the CHF 2,000 is only paid where measure M-08 is implemented at the same time on an existing building. No funding is available on a new build.
The 50 percent cap interacts with federal funding: together with other public contributions, the cantonal contribution may not exceed 50 percent of the investment costs for the individual project — under GL-31 that means together with the Pronovo one-time payment.
The funds are tax-relevant: funds paid out by the canton must be deducted under property maintenance in your tax return. The general funding conditions state this as an obligation, not a recommendation.
There is no entitlement: under Art. 38 para. 1 of the cantonal energy act there is in principle no right to funding. Where funds are tight the energy fund administration decides on priority, and if the budget is exhausted the confirmation or payment can be deferred to the following year.
Sequence
How the project stays cleanly managed.

Check which path applies at alla tilt of 75 degrees or more leads to GL-31, a simultaneously planned solar thermal system to the combination grant. If neither applies, the Pronovo one-time payment is all that remains.

File the application before construction or installation begins via the cantonal application platform, with a separate application for each building with its own EGID. Assessment follows the rates and conditions in force at the time the complete application is filed.

Once the application has been filed, construction may begin at your own risk before the funding decision arrives. For the combination grant, the form and the quotation must be submitted with the application.

For GL-31, complete the one-time payment process with Pronovo and wait for the legally binding funding decision; the cantonal bonus is paid out once that decision has been submitted.

On completion, submit the required documentsfor GL-31 the signed application, a copy of the Pronovo funding decision and a copy of the invoice; for the combination grant, the invoice and product description of the photovoltaic system attached to the solar thermal application.
