PV permit in Glarus: notification or application?

The PV permit process in Canton Glarus depends on the site, the building envelope and how well the system is adapted. For sufficiently adapted systems on unprotected roofs and facades, the basic rule is a notification duty; the municipal notification form must be filed with the competent municipal building authority at least 30 days before work starts. On roofs in building and agricultural zones and in certain zones outside the building zone, notification is sufficient if the system is sufficiently adapted, while roof systems in work zones can be notified even without that adaptation. A building application is required for cultural and natural objects, protected townscapes, forests, water corridors or freestanding systems. Do I need a building permit for a PV system in Canton Glarus?

In Canton Glarus, a notification instead of a building application is sufficient in many cases for a sufficiently adapted solar system on an unprotected roof or facade. The municipal notification form with the required plans must be filed with the municipality at least 30 days before work starts. Protected objects, forests, water corridors and freestanding systems still require a permit.

As of 3 August 2026, the Glarus guidance expressly states that cantonal law has no separate notification procedure under Art. 18a RPG. The 30-day notification using the municipal form is the implementation path described there; the competent municipal building authority decides whether a system can actually be notified based on site, protection status and design. Where a building application is required, work may begin only after the permit is legally effective.

What determines the right path.

The site is the first decision point: roof systems in building and agricultural zones or in other zones outside the building zone are subject to notification when sufficiently adapted; forests and water corridors are excluded. For roofs in work zones, notification is sufficient even when the system is not sufficiently adapted.

The design must be demonstrated for the actual roof. On a pitched roof, the system may project no more than 20 cm perpendicular to the roof surface, may not extend beyond it when viewed from above, and must be low-reflection and compact. On a flat roof, it may rise no more than 1 m above the roof rim and must be set back so it is not visible from below at 45 degrees.

Protection interests move the project out of the notification path: systems on cultural or natural monuments, in protected townscapes or on protected buildings always require a building permit. The guidance points to the GeoViewer layers for nature and landscape protection and for heritage protection, ISOS and KGS to make that distinction.

The cantonal process has to be understood in two layers: the law does not provide an explicit notification procedure under Art. 18a RPG. In practice, the municipal "notification form for solar systems" and the additional documents must be filed with the municipal building authority at least 30 days before work starts; the municipality normally confirms the next steps within one week.

For a full building application, plan quality matters: the cantonal guidance lists a 1:500 site plan with dimensioned system, roof plan or facade view, roof or facade section, building description and manufacturer information. A project outside the building zone also requires the questionnaire for projects outside the building zone.

System output determines an additional layer: under Art. 5 para. 2 kEnG, photovoltaic systems from 1,000 kW need an energy-law permit in addition to the building-law permit. The energy permit is issued as part of the building permit procedure, so the guidance says no separate filing is required; work may begin only after the permit is legally effective.
