The four-week deadline is not merely a planning buffer. A notifiable system, including attachments, must be filed no later than four weeks before construction starts; construction may begin only after the decision on the notification has become legally binding.

Complete plans determine processing. The guidance requires, among other documents, a 1:500 site plan, roof plan or façade drawing, and technical data sheet; missing information is requested later and pauses the processing period.
