What determines the right path.
The 600 W limit applies per metering circuit, not per module or balcony. The EWA notification form limits plug-in PV systems to a total maximum of 600 W AC rated output per consumer line; multiple devices on the same metering circuit are therefore considered together.
Plug-in ready means a complete product. The EWA form requires the PV module, inverter, residual-current protective device or monitoring unit, and mains cable to form one unit; the declaration of conformity must state the relevant standards under Art. 6 NEV.
Notification to the grid operator comes before commissioning. Energy and Water Supply Appenzell requires advance notification using its form for plug-in PV systems; at addresses outside its supply area, the rules of the responsible local grid operator apply.
Building law and grid connection are two separate reviews. According to the AI solar-installations page, only a sufficiently adapted system on a roof in a building or agricultural zone is subject to notification; a system off the roof requires permission. A 600 W device on a balcony therefore remains outside the standard building-law case for a roof system.
A formal PV notification to the building authority has its own deadline. Cantonal guidance requires notifiable roof systems to be filed no later than four weeks before construction starts; where a balcony solar system needs a building application, the EWA notification does not replace that step.
