Do I need a building permit for a PV system in Jura?

Not always.

In Jura, a roof or facade system can use the notification procedure if all cantonal criteria are met. Ground-mounted systems, protected sites, exceeded roof or facade limits and special local rules require a permit application; the municipality communicates the applicable route within 30 days at the latest after receiving a complete notification.

PV permitting in Jura normally does not require a building permit if the system meets the cantonal notification rules; otherwise, the municipality decides whether a permit application is required.

Pitched roofs are subject, among other things, to a maximum 20 cm projection, while flat roofs have a 1.00 m limit and a 45-degree visibility test. Protected sites, ground-mounted systems and projects outside building zones follow different checks; the updated Canton of Jura guide of 1 July 2026 sets them out. Before construction starts, align the notification form, Geoportal plan, elevations, data sheet and connection request to the electricity distributor.

What applies in the canton of Jura

  1. Roof geometry determines the first procedural route. On pitched roofs, the system may project no more than 20 cm perpendicular to the roof and must not extend beyond the roof edge when viewed from above. On flat roofs, the maximum is 1.00 m above the upper roof edge; the system must also be hidden from below at a 45-degree viewing angle.

  2. Protected status can exclude the notification route. In Jura, a building permit is required, among other cases, for sites in the Federal Inventory of Landscapes of National Importance (IFP), ISOS sites with protection objective A, protected buildings under Art. 24d para. 2 RPG or Art. 39 para. 2 RPO, and buildings listed in the Répertoire des biens culturels (RBC). For IFP and ISOS-A cases, the Commission des paysages et des sites (CPS) can give a preliminary opinion; for RBC buildings, the Office de la culture is the relevant specialist authority.

  3. A ground-mounted location is not a normal notification case. Under the Jura guide, solar systems on the ground in a building zone always require a building permit. On an undeveloped plot, the necessary link to a primary use is generally missing; outside building zones, Art. 24 and 24ter RPG and Art. 32c and 32d RPO also need to be assessed.

  4. Local building rules can specify the federal and cantonal framework. The municipality must check any local provisions in the règlement communal sur les constructions (RCC); the Jura guide refers to Art. 32a para. 2 RPO. A roof surface that appears to meet the formal limits is therefore not automatically permit-free if special local rules apply at the site.

  5. Complete documents are decisive for the 30-day review. The form dated 1 July 2026 requires, among other things, a signed site plan, signed plan, section and facade views, and the panel data sheet with evidence of low reflectivity. If attachments are missing, the municipality requests additions and work may not start in the meantime.

  6. The responsible authorities act in sequence. The municipality decides within 30 days at the latest after receiving a complete notification whether notification or a permit applies. If notification is allowed, it forwards the complete submission to ECA Jura for its report on fire protection and natural hazards; a permit application is filed through JURAC. Construction can start only after the applicable procedure is complete.

  1. Pre-check the site and protection status

    use the cantonal Geoportal to check the plot, building zone and possible IFP, ISOS-A or RBC references, and consult the local RCC. If a protected status appears, identify the CPS or Office de la culture as a possible specialist authority before quoting.

  2. Measure the system type

    for pitched roofs, check the 20 cm maximum projection and the roof edge from above; for flat roofs, measure the 1.00 m limit and the 45-degree sightline. For facades, document parallel installation with a maximum 20 cm distance and no projection beyond the facade edges.

  3. Assemble the notification dossier

    prepare the form dated 1 July 2026, the signed site plan or Geoportal extract, plan view, section and facade view, and the panel data sheet with reflectivity evidence. Submitted plans must be dated and signed by the client and the project author.

  4. Align the connection request and compliance

    before signing the form, a request to connect the generating system must have been submitted to the electricity distributor. The form also confirms compliance with applicable rules, notably ORNI and AEAI; these details must match the project version.

  5. Submit the complete notification to the municipality

    the municipality checks completeness and informs the applicant within 30 days at the latest after receiving the complete dossier. If documents are missing, it specifies the additions; no work may begin in the meantime.

  6. Wait for the procedural decision and continue on the correct route: if the municipality accepts notification, the photovoltaic case is forwarded to ECA Jura and construction starts only after the returned form and ECA response. If the municipality requires a permit, file it through the cantonal virtual counter in JURAC; construction must not begin before the permit is granted.
