What determines the right path.
The model must be new and connect several consumers. Article 54c of Fribourg’s Energy Ordinance RSF 770.11 covers a new self-consumption association or a similar model; at least one existing building must be included. A standalone PV system without a new association therefore does not automatically meet the published criteria.
The 10% threshold refers to the association’s total connection capacity. The PV system or combined systems must reach at least 10% of that capacity. This figure belongs in the metering and connection concept before quoting, because the module area of one roof alone is not the decisive reference.
The additional electricity meter is a separate funding requirement. The application documents also require a diagram of the system and association showing the meters. Meter space, the metering concept and responsibility for internal billing should therefore be clarified with the electricity supplier and distribution network operator before construction.
The grid connection must receive technical confirmation. The Energy Office requires the connection to the distribution grid to be validated by the distribution network operator. The system must also be inspected and released for operation with a safety certificate under the NIV; these documents are more than mere funding paperwork.
Timing determines eligibility. Under Article 24 of the Subsidies Act of 17 November 1999, no grants are awarded for work already under way or purchases already made. The application must therefore have reached the Energy Office before construction starts; work should begin only after the funding commitment.
The grant is flat-rate and time-limited. Fribourg’s measure pays CHF 750 per new self-consumption association, not a percentage of the PV investment. It applies until 31 December 2026 or until the allocated CHF 100,000 is exhausted; the remaining budget cannot be inferred from this article before applying.
