For a PV system building permit in Appenzell Ausserrhoden, notification to the municipality where the property is located at least 30 days before construction is normally sufficient. Important

As of 20 July 2026, the 30-day notification applies only to sufficiently adapted roof-mounted systems. For protected cultural or natural monuments of cantonal or national importance, Art. 32a(3) RPV still requires a building permit; the municipality makes the binding assessment of the individual protected case.

What determines the right path.

The municipality where the property is located is the deciding authority: the canton provides the standard B05 solar-system form, but notification or a building application is filed with the municipal building authority. A cantonal address therefore does not replace checking the specific plot’s zone and protection status.

The 30-day period comes before installation: the guide requires notification at least 30 days before construction starts. This period is neither technical grid clearance nor approval for protected cases; the quote, installation window and grid connection must not silently bypass it.

On pitched roofs, design is measurable: the cantonal guide limits the perpendicular overhang beyond the roof surface to 20 cm and requires a compact, low-reflection system. If the module layout exceeds this adaptation standard, the normal notification route cannot be assumed.

Flat roofs need a separate visibility assessment: the system may rise no more than 1 m above the roof edge and must be set back so it is not visible from ground level at an angle of 45°. Height alone is therefore insufficient; sections and elevations must show the same geometry.

Protection interests change the procedure: Art. 32a RPV privileges sufficiently adapted solar systems, while a building permit remains required for cultural or natural monuments of cantonal or national importance. The municipality must classify the protected property and inventories before filing.

Complete plans prevent follow-up questions: for notification, the AR guide lists B05, a site plan, roof plan, roof section and system description. Module count, clearances, heights and material details must match across them, otherwise the municipality cannot assess adaptation.
